The incident happened in New London County on Wednesday, Oct. 18 just before 8 p.m., when Norwich Police responded to the area of Cedar Street to investigate a reported disturbance.
According to the department, arriving officers determined that the incident had been a shooting and discovered 19-year-old Joseph Deledda at the scene with multiple gunshot wounds.
Deledda told officers that he had been driving when he had been shot, causing him to crash further down the road. He added that he was unsure of where the car was and that there was another passenger still trapped inside.
Authorities then raced to find the vehicle, which was eventually found in a wooded area with a 17-year-old boy still inside also suffering from gunshot wounds. He was extricated from the car and taken to W.W. Backus Hospital, where he succumbed to his injuries, police said.
Deledda is now in stable condition, according to the department.
Police now believe that the shooting was a targeted event and said there is no known threat to the public. The investigation into the incident is still ongoing.
